Media and publishing staff are worst binge-drinkers

Is there a way to move part of an image into another part of the image? I've looked at pages and pages of How I Met Your Mother icons and I haven't found one that is exactly what I want. I kind of wanted one from the episode "Intervention" when they have an intervention for Marshall's silly hats. (Friends don't let friends wear silly hats. It is known!)

This is the best screen cap I can find, but I would like the "intervention" sign to be more directly behind them or across the middle (maybe I could cut it with the sign in the center and then their heads kind of coming out of it?). I wish I were better with PSP.
